Crazy handling problems

I bought a used 80's Cutlass IMCA Hobby Stock and don't understand why the car will not turn left unless I'm full throttle. Problem is the car steers well under full throttle but let off the gas any and it goes to the right. The last owner called it a severe push but it seems more like skating then a push. Does'nt matter if I'm in a turn or on the straight if I don't hold throttle to the floor it turns right. I can somewhat handle running WOT but it does get a little too loose about mid turn. front springs ?-? Rear spings 225L-175R It is a IMCA Hobby Stock so we are very limited on what can be done to the car.
