Changes to the Qualifying or "Kyle Petty" Rule

NASCAR recently double-talked that they weren't gonna change the top 35 points teams being assured a spot in every race, or the "Kyle Petty Rule" as I like to call it because Kyle spearheaded the campaign to have NASCAR make the rule, since he couldn't qualify for a race to save his life.
Anyway, since this rule's inception, you've had teams that go home after running faster qualifying times than cars that make the race, strictly based off their points position. How NASCAR can think this is fair is beyond me.
What do you think NASCAR should do? Reduce the number of teams assured a spot from 35 to, say, 20? Or should they go back to the old system of, whoever's fastest races on Sunday (or Saturday night!)?
