the track i run at doesn't enforce the rules. some guys are allowed to cheat and others are not. this is really thinning out the herd. what if anything can be done about this?

The first option is to talk to someone at the sanctioning body that governs your track. If made aware of selective rules enforcement, a sanctioning body can wield enough weight to get the track operators in line.
If this isn't an option, the next step is for all teh guys who are sick of this practice to start reacing at another track. The best way to get a track owner's attention is to hit them in the pocket book, and this action would certainly do that after about a month of low car turnouts, which in turn run fans off to tracks with better car turnouts and races.
