Circle Track Magazine Question!!

I have a Feb. 2003 Issue of Circle Track Magazine and on page 26 there is a picture of a Highway Legal Late Model Car that was on display at the World 100!!
Does anyone know any info about this car and what are the specs on making a Late Model car highway legal!!
